The Cold War and the Red Scare were two different (though connected) things. The latter is easier to answer in terms of who led it: U.S. Sen. Joseph McCarthy, who claimed to have extensive lists of Communists in virtually all areas of public life, the arts, etc., was the most prominent personality involved. If you've seen the movie "Good Night and Good Luck", it features clips from McCarthy's TV appearances. The House Un-American Activities Committee (HUAC) and other politicians such as Richard Nixon were also deeply involved, but McCarthy was the most public face of anti-communism in the 1950s.
McCarthy's ostensible goal was to protect the U.S. from the danger of Communism and Communist sympathizers. I would say his actual goal was self-aggrandizement and increasing his own power (which he definitely did) and prestige (not so much--as many people, even some who went along with him, thought he was a lunatic, and he was also widely rumored to be a heroin addict). He was very adept for his day in manipulating the media, particularly TV, which was quite new at the time.
As to whether he was justified, that is something you'll have to decide for yourself, preferably based on more knowledge than you can absorb in 3 paragraphs. People who lost their livelihoods, were blacklisted, committed suicide, etc, certainly didn't think so, and he was eventually discredited as a result of the Army-McCarthy hearings. You may want to read further about this and make up your own mind.

I think you are thinking of Sen. Joseph McCarthy. Actually he didn't start or cause the Cold War; that was between the USSR and the USA, due to radically different ideologies. But McCarthy was something of a demagogue who exploited the nation's fear of Communism. He was the leader of the "Red Scare," investigating everybody who could be suspected of having had contact with Communists or of being a "fellow traveler." Of course a lot of people had innocently had contacts that he considered dangerous, and some people's careers were ruined on account of this. It got to be kind of hysterical.
His goal of course was to make the USA safe from Communism; as far as I know he believed in what he was doing, and in part it was legitimate. But he went beyond what was justified.

McCarthy..... read about McCarthyism. It's really interesting. Especially the part where McCarthy isn't held accountable for his little re-inactment of the alem Witch Trials.
Oh, and Nixon was one of the Senators asking the questions at the hearings; He was known for his relentless style of qestioning. Ah.. the little things in American History....

justified? :is it ever ok to destroy people's lives because of their beliefs, especially when the only evidence was the testimony of those intimidated by a congresional committee?
Though I do think that without the McCarthy hearings, the country would have exploded. Americans were REALLY tense after the war and McCarthy provived a way for people to release that energy and feel as if it was being taken care of so they could stop worrying about it.

Try Senator Joseph McCarthy (J. Edgar Hoover and Richard M. Nixon). Their goals were obvious, they used similar methods to achieve similar goals as the Russians did in their "Show Trials" -- to purge those related (or not related) to the Communist Party in the U.S.A., and strengthen their own power. Nixon went on to become President, Hoover remained the Director of the FBI for life, and McCarthy lost his credibility.
I do not think the Russian Show Trials under Stalin or McCarthy's Red Scare (and the House Committee on Un-American Activities) were ever justified.

Joseph McCarthy He desired to rid the US of Communism in the high ranks of the military and federal government. What actually became of the Cold War/Red Scare was nothing more than a glorified witch hunt in which most of the individuals who were innocent were badgered by McCarthy. Eventually his actions brought him censure and he would lose an election bid in1954 . He died shortly thereafter in 1957.
