I guess we are looking at organic molecules. Consider two possibilities:

If the functional group can donate a proton ((H+) it can be classified as acidic. If it can accept a proton (H+) it can be classified as basic
(Bronsted-Lowry theory)

or

If the funcitonal group can accept an electron pair, it can be classified as acidic. If it can donate an electron pair, it can be classified as basic.
(Lewis theory)

Depends if that functional group can be deprotonated or accept a proton.
