There are many grammatical structures that you must learn, but the one is this problem is rather simple. I will spell it out so you can use the technique on all problems of this sort.

"is" means = (almost all English verbs translate to =)
25% means 0.25 (move the decimal two place for percent)
"of" mean mulitply
"what" means a variable (something you don't know)

So the translation is
"13 is 25% of what" becomes 13 = 0.25 * x
