You should try to make sure that you have good airflow through the case. This is usually achieved with a fan in the front that takes air in, and an exhaust fan in the back. So I think that an exhaust fan will help to keep the air moving, lowering temperatures.

Your PSU does not have a fan? Those almost always blow out.
Airflow though the PC case is not always as easy as you make it sound.
It is easy to get dead spots and eddies which will stop anything in those spots from cooling properly.
Not only do you need to have airflow onto something, you have to account for where that air will go afterwards. It does not matter how powerful a fan is, if it is blowing into a closed can you get zero airflow.
If you look at a well designed case then you have careful placement of the cables, and baffles and ducts to direct the airflow over the hot components and then out of the case.

To achieve the best air circulation, you need an exhaust fan. Typically you have a base one with your power supply, but it would really help matters if you had another one (say 60-80mm) to help push the heat out.If you have everything blowing in, there's very little the heat can do to escape. One poster said it above, usually you'll have 1-2 fans in the front to bring in cool air & 1-2 in the back to blow out the hot air. Of course, there are many variations of this, as well (top, side, etc.).

This is what I achieved:
Temperature without fan - 40 degrees
Temperature with 2 fans - 34 degrees, one blowing at the motherboard & one exhaust fan.

You always need a type of fan system that removes the air from the computer and also brings it in so yes you should, try getting an even amount of each fans so that you can have a consistent flow of air for you computer.

It is a good idea, just to get some air circulation. Fans are cheap.
You could always go with a water cooled system that would be more pricey but it is efficient and silent.
