YES. And using 16bit color mode instead of 32bit will also speed it up a bit. BUT awesome improvement comes from a better graphics card with high clock rates for core and memory.

Reducing the resolution means reduction in transfer of data from CPU to Graphic card. I thing it should make your PC faster depending upon how much resolution you reduce.

Depends upon the trinity (computing power,memory, video memory) of your desktop and the applications its running. Basically higher resolution means higher computations your computer will do to render the images in your monitor. Applications like 3D games (Half-life, Quake 3, Heroes V) are using lots of computer resources more compared to Notepad, Excel, or Internet Explorer.

With a really slow computer, you can experience some speeding up by reducing your screen resolution. This is because the computer has less things to redraw and less things to juggle.
It shouldn't matter too much with newer computers.
