I don't remember the books ever mentioning dates. How are years known, then?

Nearly Headless Nick's Death-Day party happened in Harry Potter and the Chamber of Secrets...

He was celebrating his 500th anniversary of his death; his death is listed as taking place on Halloween, 1492, which would make Halloween of Harry's second year 1992.

it mentions the date in the second book, I think. I found it cool the way J.K. Rowling set up so that the seventh book will set in 1997, which is when the first book was published.

Considering that the copyright date on Book 1 - "The Sorcerer's Stone" is 1997 I'm not sure you have your info correct or I don't fully understand your question. Book 5 is "Order of the Phoenix" published in 2003 & which is the movie due to be released on July 13, & the 7th and final book is due to release on July 21st.

IIRC, she started writing the books in 1991 and pegged that as the starting date for the series, although their is little to peg the series down in time.

That is a bit funky. I guess, even though they were liberally spread out, he is 16 right now, even though he should be, like, ummmm 20 maybe or 30.

It goes by Harry's years in school. Year one, year two, etc.
