Since you are in safe mode Windows will work in limited mode so scrolling speed might be decreased and other visual effects will look much worse.
About your second problem. It seems you have have changed your screen resolution somewhat very high that your monitor can not support. So instead of displaying the welcome screen it eventually blanks and goes to stand by mode.
In safe mode try changing screen resolution to 800x600 or even 640x480. You know how to do this? Right click on the desktop and click Properties. In the Settings tab there is Screen resolution slider. Set it to lowest settings. Good luck.

It looks like you have some sort of spyware installed or possible virus. Since you are able to access internet in safe mode, download free Spybot Search and Destroy, download updates for that program and run the program. Also go to add remove programs and look for programs that don't belong there beside the ones that you use. Also you can download free AVG virus scan program if you don't have one

You probably have mal-ware or ad-aware on your machine.
Download "Ad-Aware" from lavasoft.com. Scan your computer and make sure you don't have malicious software installed on your computer.
You may also have a virus. Go into SAFE MODE (F8) and run anti-virus.
Last thing...could be a hardware issue. I would back up everything right now. Make sure you remember your Local Settings and/or email.

Video card, possibly. Your ram may be too low too. Generally you would need at least 256MB ram to have a good running computer online.
You may also need to repair your operating system as it seems to have a few bugs in it. Usually this is what prompts the safe mode.

Update your firewall and spyware (I prefer using Norton 2007, which will blocks all type of virus and worms.
), and then you should scan your computer in safe mode.
after you remove the virus, I recommend you to use firefox browser.It's safer than IE.

CAPS LOCK IS CRUISE CONTROL FOR COOL. If it's not your video card, maybe you are missing some of the drivers for it... Or spyware. I'd start by scanning the system for any malware, then move to the video card.

On a Mac, shift/control/3 takes a picture of the screen. If you press shift/control/4, you can click and drag over the area you want; the picture is taken when you release the mouse button.
