Neocon is short for neo-conservative. Many members of the Bush administration were involved in the original theories of neo-conservatism. So actions taken by the Bush administration are see as examples of their philosophy in action. A key organization is the Project for the New American Century. Their stated goals are
• we need to increase defense spending significantly if we are to carry out our global
responsibilities today and modernize our armed forces for the future;
• we need to strengthen our ties to democratic allies and to challenge regimes hostile to our interests and values;
• we need to promote the cause of political and economic freedom abroad;
• we need to accept responsibility for America's unique role in preserving and extending an international order friendly to our security, our prosperity, and our principles.
Taken from their website: http://www.newamericancentury.org/statementofprinciples.htm
You will see a number names as signatories at the bottom of the page, many of whom are or were involved with the current administration.
Wikipedia has an overview of their beliefs. It is a good overview.

Neocons are fanatic right-wingers, who think they follow conservative ideology, just because they think abortion should be illegal, and vote for the people their preachers tell them to.
they are the ones that denounce REAL conservatives as liberals, just because the REAL conservatives have enough common sense to realize that Bush has destroyed every good thing Reagan accomplished, made Big Government Bigger, created a situation of higher taxes for everyone by squandering our tax dollars, and attempting to allow fanatical religious groups to interfere in the democratic process.
Neocons think they are conservatives because they get an NRA newsletter. They claim the 2nd amendment is a necessity to protect your rights, while at the same time cry that liberals should be jailed or executed for treason for exercising their rights.
They believe dissention and questioning of bad policies of the President is treason while the President is Bush, but ok when it wasn't.
They believe in promoting freedom of religion as long as it is their religion, and tolerates no others.
They believe that helping a fellow American rise above their problems is socialism, but giving money to corporations is ok. At the same time, they believe that curing poverty with our tax dollars in every other nation is a good thing.
they believe that any opposition to their fanatic views is liberal treachery, even if the person is a conservative disagreeing only on one issue.
They also believe everything that puppets of the oil and tobacco companies tell them to believe which is always in direct opposition to environmental causes.
they question nothing, but what their neocon puppetiers tell them is liberal thought. They are the ones always throwing around terms like "anti-American" or " liberal bias" when an opinion differs from what they are told to think.
They belive democrats trying to deal with the immigration problem without causing problems for the families of American born children is amnesty and bad for the American worker, but Bush's guest worker program isn't.
if you see a Newsmax magazine on their coffee table, you are probably in the company of a neocon.
just read a little about Joseph McCarthy and the McCarthy Boys, and you'll have a good idea what a neocon is.

wikipedia has a decent description.
http://en.wikipedia.org/wiki/Neocon
to the person above who cited this article (and no i didnt give a thumbs down) did you read the whole article?
they are not absolutely pro- small deficits.
"Neocons would prefer not to have large budget deficits, but it is in the nature of democracy--because it seems to be in the nature of human nature--that political demagogy will frequently result in economic recklessness, so that one sometimes must shoulder budgetary deficits as the cost (temporary, one hopes) of pursuing economic growth."
in other words, its ok that our deficit is out of control like it is right now (under neocons) because that is the cost of social benefits - things that true conservative dont think we should be paying for to begin with.

Neo - new
Con - conservative
Basically it is a way of saying he isn't conservative enough to be a true conservative but at the same time isn't liberal enough to be a liberal.
It is usually applied to Republicans who favor social programs and oppose the war, or some combination thereof.

Neo Con means, "neoconservative" because they are different in their philosophy and practice from traditional conservatives. They believe in bigger federal government, a merging of business and government, strong international relations, and expanding U.S. military strength and capabilities.
In other words, NeoCons believe you should just sit back, relax, and just go about your business. They know what's best for you. They're the brilliant shepherds. Hopefully very soon "NeoCons" will disappear.
God help us, and God help Ron Paul become President.

It's a scary sounding word used by liberals to label conservatives. They think if they make a label sound scary, it will provoke fear of conservatives. It used usually when a Liberal cannot formulate an answer that is either logical or rational; because of this, we hear it a lot as you might imagine.
