I believe you are referring to Sally Hansen's Lip Inflation. I checked www.makeupalley.com* & 75% of the reviewers liked it & would but it again but didn't notice much plumping.
If you want something that makes your lips fuller, I suggest Lip Fushion. It's pricey but it has the Good Housekeeping Seal of Approval. My friend who's very picky about makeup, swears by it.

If you're talking about collagen injections, then yes. They also make people look like ducks. IMHO, collagen and Botox injections make most people look way worse; almost foolish.
