its supposed to warn you when you are on a site that is known for phishing scams(getting personal information from you).I keep mine turned off as all it seems to do best is slow you down loading your pages.

A Phish Filter checks the webpage you go to for any fraud. Sometimes, evil people create websites that look like the one you enter information to frequently so they can get that information and use it without your consent.
