Unless you're really good with a razor blade, the wire strippers are probably your best bet.

The fastest way is to burn it, but youre not supposed to. Depending on what size it is, you can tie one end to something and stretch it out and run a box cutter down the side and just pull off the insulation. If you can let sit in the sun and get it warm the insulation will come off easier. If you do decide to burn it, make sure you do it somewhere that you are away from anyone. The fumes are toxic and it smells awful.

There might be a chemical that will breakdown the plastic - maybe some kind of paint thinner or varnish remover. Obviously, this will have to be done outside, and guarded so people do not mess with it and get injured. I would work with small amounts at a time though - Probably 25 feet at a time.
Maybe use a Rotary Tool and try trimming it off with a cutting wheel - but you'll have to be carefull you don't cut through the wire, naturally. maybe that rotary tool with a sanding drum and 80 grit paper will rip through it but it is still slow manually laboring work.
Look into the chemicals before anything else, is my thoughts.

Make a fire in an empty oil drum and throw it in there to burn off the insulation. That is what homeless people who steal copper wire from construction sites do.

You are going to have to go slow because a knife or strippers is the only legal way.People used to burn it but it is now a $10,000 fine if caught doing that.

i would just burn it in a fire. after the fire is out, give it time to cool and then pick it up. dont try this with aluminum. it will melt into the ground and you will get nothing.
