This question is a tad loaded, but here it goes: If I was the CEO of a hypermarket - I would have my marketing area canvas the competition. View what products are being bought and the price ranges (this can also be garnered from independent companies specializing in this data). I would have them compile the information and then canvas the surrounding area of customers to get a feel for the demand and willingness to use my store. After this, I would have my legal department contact the local officials for any specific laws of the area concerning space, advertising, produce, insurance, transportation, and anything dealing with the store's operation, having them file any paperwork and getting policies in place. I would have my HR, accounting, and legal teams work out pay and insurance. I would have IT and legal work on networking and tracking inventory (purchases and sales) and video security. Once finished, I would have legal, accounting, and marketing, using the data from the other stores, to contact major bulk supplier companies and begin negotiating and purchasing said goods under contract. With this all in hand and after at most a year (depending on demand), I would have my accounting and management departments contact local companies (to cut down cost) which specialize in production of generic foods and products and companies which specialize in packaging/ delivering said items. Once the companies are selected, management and accounting would provide the data from research/ marketing and have them begin producing/ tagging/ delivering.

Weakness: You have a high amount of turnover of products - ensuring freshness and staying with fads/ consumer demands (which leads to sales and potential losses), Area producers may not have the most cost effective processes (high bargaining tool as you may be a necessary client - area of concern for production. Same with insurance of the producers) and if you go external you will have to pay more for transportation, Area shippers have the exact same concerns - especially with real time deliveries (can they always deliver), Direct data from consumers/ businesses has a potential fault of being invalid or based on circumstantial evidence (unreliable - you also have the case of market saturation - you are up against loyal customers/ rooted businesses), Using area workers - you have a limited supply of qualified people - also consider the age bracket and the dependability of area workers (Also - summer job/student workers, employing challenged persons, meeting HR - law requirements), High potentiality for shoplifting and lawsuits.
