When? The last decade and a half or so. Ever since Bill Clinton allowed it to happen in the 90's

Who/why? The crazy muslims who chose to kill people that disagree with them because their "holy book" tells them it is okay. Damn crazies!

International terrorism has been around for centuries, dating back to the Crusades. However, the modern era of international terrorism really began around the turn of the 20th century, as political figures around the world (French diplomats, Spanish prime ministers, Russian bureaucrats, even an American president) were assassinated. The crown jewel of these attacks was the assassination of Franz Ferdinand by Gavrillo Princip in 1914, an act that set World War One in motion. These attacks were executed by small political minorities trying to grab power. Princip belonged to a group of Serbian terrorists named The Black Hand, and they promoted these violent acts for Serbian independence.

In the 1940s with the jewish terrorists in Palestine. They murdered Lord Moyne in Egypt and the Un representative Count Bernadotte and carried out many atrocities in Palestine including the bombing of the King David Hotel in Jerusalem and the murder of Britsh hostages. They carried out a widespread progam of ethnic and religious cleansing against the christian and muslim population of arabs. One of their innovations was the letter bomb which they sent to a British officer in England.
The aim of their terrorism was the creation of the State of Israel which was successful when the UN voted to divide Palestine to stop the bloodshed.
The arabs did not agree with this but the terrorists got their country any way.
This terrorist campaign has been a blueprint for terrorism ever since but none has been so successsful.

It has been around for a more than a few centuries.
Why? The same reasons as today, to bend people to a certain belief system
