Are you talking about gimp cord for crafting, of GIF image manipulation?
I only know about the crafting kind. The plastic ones are made by the extrusion technique, where melted plastic is forced through skinny holes until it spins out as thread. The woven kind is made on braiding machines. I suppose you could make your own by braiding thin fibers very tightly, or by weaving or hand-sewing it into patterns.
