The way you figure out a word puzzle like this is to find your clues:

1. It's some kind of remarks
2. What part of speech answers the question "some kind" or "what kind?" (adjective)
3. What do we know about those remarks?
a. The remarks were misinterpreted.

So now you go to the word bank.

Doctrinaire, acumen, encomium, and equanimity are all nouns. You need an adjective.

Cogitate, consign, corroborate, and deride are all verbs. Again, you need an adjective.

That leaves you with capricious, audacious, extemporaneous, and felicitous.

Look up the meanings of each of these four words (www.m-w.com is easiest), and you can find the word that best fits the blank.

But how do you know what would fit? Ask yourself:

1. Which word could mean "misinterpreted"? If you can't find one of those,
2. Which word could cause his remarks to be misinterpreted?
3. Which word fits the character of the subject?

I'll get you started:
1. Capricious means unpredictable, inconstant, impulsive. Although unpredictable, inconstant, or impulsive remarks can be misinterpreted, does "capricious" fit with a person writing down his speech to avoid his remarks being misinterpreted? An unpredictable person isn't likely to plan ahead and organize his thoughts, so nope. Doesn't fit. Next word.
2. Audacious
a. What does it mean?
b. Does it make sense with the character of the subject?

and so on.

As mentioned, you can find the definitions on www.m-w.com.

You have been given several answers to your question, but if you use the system I've outlined above, you'll be given the tools to determine for yourself if those answers are right or not. And you'll know how to figure out the next word puzzle.

BTW, this exercise goes way beyond word puzzles. It can help keep you from being fooled and embarassed too. So go ahead and practice using the tools. You'll get the hang of it.
