I have an 89 Porsche 944 and it won't start.
The spark plugs are filled with black carbon build up. I was thinking it had something to do with the fuel filter or fuel pump, because it sounds like it's not getting any gas to the engine.

But with the spark plugs being so black .... I started to think otherwise.

BTW where do I find the fuel filter on a Porsche??

Fuel filter and fuel pump are located in the fuel tank, basically a one piece unit. I'm guessing you just filled the fuel tank too, cause thats about the only time fuel pumps fail is when the tank is full of fuel.

Black soft carbon build-up is running way rich. Either too much fuel from sticking injectors, weak spark, or simply worn out plugs. Put new plugs in it, and if it starts, look for black smoke at the tailpipe. A little bit at first would be normal, as rich as it has been running. But if it continues, you have a problem.
As far as fuel filter, get a chiltons manual!!

before you change the plugs or anythig else get a can of either and put a shot into the fuel canal into the rubber hose that leads to it then try to start it if it does not fire up like it is starting its your plugs they are filthy with carbon if it does start up then its your fuel pump or filter the fuel pump is in the tank let someone do it filter is on the gas line comming from the tank
