How can radiation get into large amounts of water and what are the bad effects it can do to a person?

No effect. The substrate (water) has to absorb the radiation. Only other atomic nuclei can absorb gamma rays to raise them to nuclear excited states. Hydrogen and oxygen are not candidates. Swimming pools are incapable of "storing" gamma rays, nor x-rays, nor UV-rays. So just lie back and enjoy the UV radiation and cosmic rays (both unavoidable).
