yes. they are called sintered planchets. The coin blanks go through a tumbler to shine them, and some metal dust from prior coins sometimes cakes on. This metal dust can fall off at anytime and stick to coins, which is what happened to yours. Its a mint error and you could probably get $20-$25 for it.

Nothing has shown up about any black Washington quarters. They are not gold anyway just gold colored. With the manganese in them then can turn black. I have had a couple in my pocket for sometime and they are Turing very dark. You coins may have been tampered with after they left the mint. There has been no info on this black thing in the weekly coin papers Coin World or Numismatic news. if there were legitimate black coins it would have hit the front page.
