In this case, it seems to be saying, that in a case where most would retreat or shield themselves this person is willing to risk exposure, and endure hardships just to catch a glimpse of that other person. Tragically romantic.

he loves her enough to spend a horrible day in the rain out on the corner of her house. Like... he doesn't care if he has to wait in the rain all day, he loves her soo much. he'll do anything.

people can be humiliated by the rain, it ruins your hair, make up etc I would guess is symbolizes humbleness, Being prepared to feel small against a higher power, or shower as the case may be!

He loves her ( vice versa) that he's willing to stand on her corner and risk pneumonia- that's how much he loves her- ~how romantic and devoted!~
