yes always use safety first, especially with something that could cut your arm off if an accident happened, and they do happen with mowers,
please becareful, it is best to turn the mower off , its not that hard to crank again,

I think it's safer if you do. I tried adjusting the blade on the lawn mower while it was running just the other day, and the vibration from the machine made it impossible to raise the blade properly.
Lowering it is easier, because you've got gravity working for you -- but you have to be lucky, too.
Just shut it off -- it's safer and quicker.

A 'push mower' does not have an on/ off switch. You PUSH it. That is why it is called a PUSH mower. If you are talking about a gas powered lawn mower that you push, well, I just can't come up with ANY reason why you would want fiddle with lowering the blades while it is running but you certainly don't HAVE to. You don't HAVE to put draino in your eyes or drink battery acid......but you certainly CAN.........

I don't know your lawn mower and it's drive system. To be safe I'd say yes. I always do even though it might be a bugger to start the engine back up again.
Thank you for even considering changing mower heights. Most people mow their cool season grasses too low. They do better cut higher.

No, you don't lower the blades, you raise and lower the wheels.
BUT, for safety sake, ALWAYS shut off the mower unless you are actually mowing PLEASE!!!!!!!!!!!!!!!!!!!!!!!
