It's Historical Fiction the events and time period were real but the charterers and the whole story line are not. They just reflect the social issues of the second French Rev. and the events that lead up to it. Ex. Valjean was put in prison for 20 years for stealing a loaf of bread they would have done that back then.

No, it is based on the 19th century novel written by the french romantic author, Victor Hugo. Although considered purely fiction, the novel does have some thing in common with history and circumstances during that period of french history.
Jean Valjean, the protagonist, was based on the real-life criminal/policeman François Eugène Vidocq

I've never heard that it was... there are a few follow up stories though about Cosette because there was so much interest, but I believe none of them were written by Hugo and they were panned by reviewers.
