Rowing IN the river is correct. Rowing AT the river implies that you are near the river but not IN it! You have to be IN it to row!

Rowing in the river communicates that fact very well. Rowing at the river leaves the reader a bit confused, wondering why the writer put it that way.

I think both are ok, with rowing in the river being preferred. But I'm partial to rowing on the river.

They are grammatically correct; however, you would have a great deal of trouble doing the first!!
