It depends. My best friend is a libra and I'm a virgo, however I have leo rising. I think this makes it easier for us to get along b/c we're both headstrong and slightly vain in our own regard. However, we share a lot of compatible traits, while throwing in some incompatible ones for fun. I love her ability to absorb tons of info from various subjects. However, her vanity rivals any leo I know. So, yeah I think it can work if Virgo is a lot more laid back and Libra is tolerant of Virgo. HTH :)
