Was the Rabbi Kirschbaum character on Seinfeld based on a real person? And was he really such a blabbermouth?

Rumor has it he is based on a guy Larry knew who did a cable TV show in NY. The actor is Bruce Mahler who appeared with Larry and Michael Richards on Fridays, a short lived SNL-type show. The name Kirschbaum comes from a person who worked on Seinfeld named Bruce Kirschbaum; later the Rabbi became Rabbi Glickman.

The one where Kramer "adopts a highway": the scene where he's driving down the road with his car door open and painting a line on the road to create another lane is too funny.
