In video coding and in particular MPEG-2 there is the use of the Discrete Cosine Transform, if I am given the 8x8 amplitude block is there an easy way calculate the requantization values ?

Yes, if someone gives you the quantization factor and the quantized data you can reconstruct the original data (of course, due to quantization, you may not get the exact data, that's why it is called lossy compression).

Before the quantized data are sent to the Huffman codec for some lossless compression, they are ordered in zig-zag order to increase compression efficiency.
