It will usually be delivered to the address. In the first days after a change in postage, usually with a warning sticker. Long enough after and the recipient has to pay the extra cost to get the letter.

I'm not sure if it would be returned to the sender.

If you mean mail that is not up to date with the current rate of postage, I think it's up to the discretion of the route carrier. Many years ago, I think they would go ahead and deliver the letter but expect the one receiving the letter to pay the remainder of the postage upon delivery.

Usually it will be returned to the address on the envelope, for additional postage. If no address it may be opened to see it they can find out where it came from. If no info. I guess it would go t the dead letter file. It will NOT be delivered.
