It would never burn a hole in the screen, but on an older CRT type monitor (large monitor with a picture tube) it could make a permanent image on the monitor which is usually only visible when the monitor is off. You only have to worry about a static image - like the tool bar at the bottom of the screen getting "burned in".

The newer LCD flat panel monitors do not have this problem which is one reason (other than less power and space) that people like them.

If the screen is a newish CRT screen then no, a screensaver is purely effect.

There are reports that the new LCDs and plasmas still have the burn effect on them, so it would be a good to leave a screensaver on

If you mean always on the desktop screen, then if your monitor is an old one, like 10 years or older, then yes, but newer monitors do not burn.

If you mean one not set in windows, then the screen will just go like the monitor is off, blank.
