It's not bad. As long as he understands that it should be something done in private and during free time, he isn't hurting himself.
Personally I also began masturbation before I could ejaculate and I developed fine. And yes, you can orgasm before puberty. Why do you think little boys play with their heads of their penises and foreskins? They're sensitive areas that feel good to rub.

No, of course not. People can masturbate at any age. It doesn't matter whether their bodies are developed enough yet to produce semen. Their bodies just sort of go through the motions until then. Something like a dry run, you might say. No harm.

IF YOUR STORY IS TRUE I'M AFRAID YOUR COUSIN IS a little abnormal. masturbation usually starts at later age. in the puberty. of course he won't ejaculate yet for his testicle are not yet ready for the sperm production. but you should not stop him. if he'll continue then he will sexually develop sooner.
