I used to be that only if you violated some other law that they could tack on the seatbelt law. This varies from state to state. Now, in Georgia, if they see you without a seatbeat they can stop you. Granted, they will make up any story to stop you if they want and you're guilty until proven innocent with a lawyer and a lot of money. My friend, we live in a Nazi America.
Play it safe, wear the seat belt. Frankly, I feel that should be .left up to the driver. We all know that smoking kills thousands or millions per year but you don't see any cops stopping someone for having a cigarette hanging out of their mouth.
In a personal note, my mother was on a trip in which her car overturned on an icy road. Had she been wearing her seatbelt, she would have been killed as the accident crushed in the area of the car that she would have been strapped into.
I used to work with a black lady on a cleanup shift in a small town. She got off about one a.m. in the morning. Almost everynight, she was followed out of town by the local Barney Fife.
The best offense is a good defense. Be on the lookout for them. They don't get medals or bonuses for helping old ladies across the street.
Wear your seatbelt. If you don't want to wear it, at least drap it across you so it appears you have it on. I know that it's not right, but our rights have disapeared in this country if you aren't the right make, model and social order of the ruling class and the PAC members that pump millions of dollars into election funds of our members of Congress who are being lead by the nose have have basically been neutered in the true meaning of that.

Usually they will ask if either you or your friend have a license and check if your ok to drive and just hand the keys over. Or, they would call a tow truck. Never in my 10 years in law enforcement have I ever heard of the officer driving the car away and leaving two women stranded in the parking lot. I'm assuming there must have been two officers, or else how would they have driven it away? So, you call the department, and they know nothing about it? There just seems to be a whole lot of weird about your story. Are you sure it was a cop and not an impersonator who stole your car???? That's what it sounds like to me. Report it stolen.

Most policemen will only write you a ticket for lack of a seat belt if they already have you stopped for another offense and can add that to it. Even though they are in their rights to ticket you - it is just too time consuming and a poor use of resources to take the time to do it. Sometimes they will use seat belt violations as an excuse to stop you if they are suspicious of other things such as DUI. You were probably being a little paranoid. That is a normal human reaction to having a policeman behind them.

This all depends on where you live. In some states like Ohio, the seat belt requirement is not what they call a primary law. That means you should not be pulled over just because you have not fastened you seat belt. The officer has to pull you over for another offense, then the seat belt law can be enacted and tickets issued.
Check with your state law.

Are you eating alot of sugary foods lately? Soda? You seem to be over anxious. If they didn't do it yet, they aren't going to. They would've stopped you right away and given you a ticket.
Man made sugars make human bodies yeasty. The excessive yeast in our bellies makes us have all sorts of problems like anxiety, circulation probs, blood sugar probs, weight gain, etc.
Try cutting that stuff out of your diet and eat more healthy and include yogurt and buttermilk in your diet. You'll feel better.

Do you happen to be of a different race then these cops? I don't mean to startle you, but a streotype of some cops is being racist. I'm not trying to assume bad things and be negative, but this is just a wild guess, since they didn't persue you and pull you over.

Be happy its your lucky day, and they can't charge a crime without notify you of such crime. The three element of crime is did you have knowledge-act-crime commited that a office had to stop you for endangering public safety.

No. They cannot prove that you did anything wrong, so they cannot charge you. You could simply deny it and they wouldn't be able to fine you. Why should they waste their time?
