Multiply out:
3x - 12 = 15
Add 12:
3x = 27
Divide by 3:
x = 9.

You need to use brackets when writing a fraction on a single line if there are several terms in the numerator or the deonominator. I am guessing that your equation is really:
(x + 5) / 8 = -3/8
Multiply by 8:
x + 5 = -3
Subtract 5:
x = -8.

However, if it is as you have written it:
x+ 5/8= -3/8
Subtract 5/8:
x = -5/8 - 3/8
= -(5 + 3) / 8
= -8 / 8
= -1.

divide through by 3, to get

x-4 = 5

then add 4 to both sides to give
x -4+4 = 5+4

x =9

for

x+ 5/8= -3/8

subtract 5/8 from each side, to give

x + 5/8 -5/8 = -3/8 -5/8

or

x +0 = -1

x = -1
