It's my sisters 21st soon and i want to make her a giant birthday card but i can't find any big enough,please help,thanks

Most card shops carry a few, very general ones. They probably don't have one specifically for a 21st. As others have suggested, why don't you make your own out of a sheet of tag board. Maybe on the front you could do a collage of pictures ( that you have made copies of on your computer) of her from when she was very little....up to today? This card would have more meaning for her, especially since you made it.

most party stores, party city, party fair, spencers, carry large cards, we often get them for people at work so many people can sign them.
If you are at all creative you can make one out of card stock that you can buy in any craft store, or out of sign paper that you can buy there. I think it is called oak tag (not spelled right) but that is what it sounds like.

any place that copies or prints like kinkos should have it also a good to place to check would be a party supply store or a school supply store (like the one teachers buy things at)
