There are also several vertebrates that don't have 7 cervical vertebrae. Amphibians have only one, and birds have a variable number (there are up to 25 in swans).

Tunicata belong to the Chordates, also Branchiostoma lanceolatum. Neither has any vertebrae.

No. There is just one pair of spinal nerves per vertebrae. Each nerve may have a double root structure but there aren't two separate nerves.
