You can still use 39 cent stamps, but you need to add two another two cents.

You can use the 39 cent stamps, but you have to go get some 2 cent stamps to go with them. It has to be 41 cents total, but you don't have to toss all the 39 cent stamps out.

You can use 39 cent stamps as long as you add an additional 2 cents on the envelope. So buy enough 2 cent stamps to equal the number of 39 cent stamps you already have.

You can use a regular letter head sized envelope with out being over weight you can use a .39 cent and a .02 cent stamp until you use up all of your .39 cent stamps. And if its over weight or different size, shape, or Nonmachine Usuable or something like that. You'd better go into the post office or use the USPS.COM website. Its now a bit more complicated.

Don't throw out your 39 cent stamps just buy some 2centers at the local post office. They even have a machine you can put 3 pennies in for the stamp.
