The govenrment claims that they want to encourage turnover of the metered spots, but the main reason is they want to get the $10-$75 parking fine rather than the 25 cents for the meter.

The simple reasoning behind not allowing others to put money in one's parking meter or vice versa is the overriding principle of "obstruction of justice." Say you were interfering with someone receiving a parking ticket, and you were standing right in front of someone else's vehicle so that the license plate was obscured from view. And there was a parking enforcement officer right there preparing to write a ticket. You could be arrested for interference with the issuance of a parking ticket. It's using the same reasoning that you are interfering with the proper administering and monitoring of parking meters and preventing monitors or parking enforcement personnel from citing violations by the placement of parking tickets on outstayed autos. Therefore, anyone who interferes or obstructs this process [by preventing another parking meter from failing] can be held in violation under the "obstruction of justice" rule which has a wide range of applications, beginning with the taking of oaths prior to testifying in a court of law and another rule of law that assumes that all witnesses will provide good faith testimony in hopes of furtherance of the judicial process.

Because the city want's their money. If the owner of the vehicle didn't put enough money in, or didn't add more when it ran out they are supposed to get a ticket.
I guess if you put money in a meter that you are not using, you are basically stealing from the city, because they rightfully deserved the money from the fine that the owner of the vehicle was going to pay when the time expired.
They count on that money as part of their income to pay for other things. It's not like I like getting those tickets, but that is the rule and you know you are probably going to get a ticket if you don't put in enough money.

you realy want to know well its becouse they want to inpound there car for they can charge them like $50-$100 a day for a fee . and they want reliese it untill about 3-7 day . just think would you rather have say 25-75 cent or $150-$700 or even more
