I have a friend who lives in south LA with her kids in a FEMA trailer on private trailer park. she and her kids own a dog, about all they still have from before Katrina. The park owner is saying that all dogs must go, but this dog is an indoor dog for the most part. Are there any laws that can help her get around this?

no I think its a sanitation issue dog crap everywhere, those FEMA trailers are usally close to one another so if every trailer had multiple pets and limited real estate, you can see what would happen, Also most of the people would not pick up the poop like they are supposed to be

I am honestly not sure, but how can someone be so heartless as to take a loving pet from someone how has lost so much. If there is a petition started to help your friend and the other pet owner, I will gladly be the first to sign.
On my own I will see what I can do to help. God Bless you for helping defend these people and pets.

For a dog to be designated a service dog, it needs to be trained as such by professionals, and if he is able to pass the requirements, then he may become a service dog, but never for depression. You must honor the rules of the park or accept the consequences.
