Running is the best thing for your legs. Do not think that if you go jogging a few times a week that your legs will simply become enormous and bulky.

Also know that there is no such thing as targeted fat loss. If you are a little overweight, running is not guaranteed to give you slim legs, just like how crunches will not reduce the size of a beer belly. You must diet first and simply burn calories and the body will lean out on its own.

Now since you said "tone" I assume you're already in decent shape. The best idea, again is to jog for a mile or 2 every day. That will burn the most calories possible. Also, any leg exercise at the gym that you can perform 15 or more reps on at one time will help you tone as well. Try going to the gym 3 times a week for 30 minutes and performing leg exercises. Some to consider:

For the quads (front of the thigh):
-squats
-leg press
-leg extension

For the hamstrings (back of the thigh):
-leg curl
-squats again.

For the groin:
-adductor and abductor exercises if there is a machine in the gym that can do it

For the calves:
-calf raises. hold weights in your hand and simply stand on your tip-toes and hold, then come down. Repeat.

Remember to perform 15 or more reps to tone up. Lifting heavy weights 10 times or less per set will bulk up your legs and not keep them as slender as you'd like.

The best way to tone legs (this is what models do) is to walk at a fast pace and slight incline on a treadmill or 30 - 60 minutes per day. This gives you long, lean muscles. If you run, you get bulkier.
