So, call me curious. How are you connecting to the internet to ask this if you have no electricity and no phone? You can't sue, there are guidelines for disconnecting power and you obviously have violated them. Contact keyspan and find out what is needed to get the power back on, if indeed, your power is even off. No clue where you live, so I have no suggestions on who to call. If indeed social services paid your bill, you should have called the power company to tell them who was paying and when they could expect it. I've a feeling this is a monthly problem for you because most power companies will work with you on the bill payment. And like the others said, find some income.

You sound like an illegal from none other than Mexico! OK, if you have no power - where did you get on the Internet? Get real. Go out and find work so this kind of stuff doesn't happen to you. To sue someone, it costs more to bring a lawsuit against someone than you have money from which to pay an attorney. Are you sick or what? Food spoilage? Good. That means you better spend what money you do have on food or get sick by eating spoiled food!

It's amazing that first thing you thoguht was, "can I sue?"
Contact both parties and find out how you can resolve it. If it was a mistake and something was damaged, you might be entitled to compensations or assistance. Law suit is the last resort, not the first option. Besides, the cost of filing such claim (small claim) may exceed the loss. It's just plain stupid.
I don't question or condem the fact you are on public assistance. People have situations that are beyond their control. I wish, soon, you can get back on your feet. But your logic needs improvement.

Why don't you pay your own light bill? And, if you have a sick person who lives in your house and depends on the electricity, then they are not allowed to turn off your electricity. Have you registered your sick relative with your power company, do they know about her? You obviously have access to a computer so look up attorneys and start complaining.
