It depends on which side you stand politically. The American revolutionary were called Terrorist by the English for years. Some states conducts state Terrorism on civilians and the world history is full of those states like the USA and South Africa and Israel and Nazi Germany.

Terrorism is targeting defenseless civilians for random attacks, in preference to engaging the military in combat. The purpose is to create such fear in the opposition, that it becomes is demoralized and will give up without a meaningful fight.
