I have the right hex wrench but they won't budge. Are they just rusted on or is there some trick to it?

They have loctite on them, and those are put extremely tight since there is a great deal of vibration in the handle bars. They act like dampers for the handlebars, and are put on extremely tight. Try a socket with a hex wrench attachment it will come off easier, and tap the socket with a hammer to break it free. Hope this helps.

There is Locktight on the bolts.
Even if you can manage to turn them, the rubber expanders will just spin in the handlebars.
It's almost impossible to get them off, without air tools.
If you keep hackin' at them with hand tools, you can run into
some expensive repairs. BTDT
Bite the bullet and take your bike to a shop.
They'll remove them on the spot for about $25
If you're a regular customer, they'll probably do it for free.

I don't know what kind of grips you have, but in the old days we would put an air nozzle into the hole in the end and hit it with air, the pressure would inflate the grips enough to detach the rubber from the bars.

I dont know about yours but mine have screws in the side of them that dont actually do anything. I just twist the bar end while pulling and they come off.

they might have put loctight on them can you heat them up a little ?
