The cemetery's are owned and maintained by the County, City, township, village .. We (the living) pay taxes until we die and each group responsible has a budget with money for earmarked for grounds keeping.
We pay for the plot, but the land is still technically owned by the City, Village or township .. so we can RIP
We have the same person that keeps the lawn for our Township hall that also does the lawn in the three cemetery's the Township owns. The township is the one that pays him for his work.

Most of their charges go to the "once and done" expenses, such as opening and closing the grave, either now, or years from now.
Some of their charges get invested,and the income from the investments pay for the never ending maintenance *perpetual care."
A very good question.
PS Many, if not most, are"non profit" so they get breaks on taxes.

If some plots are sold and they people are not dead they pay to have a up kept on it grave tell they pass. They are also have Cemetery cleaning that family come and help clean off graves and bring food dish so others can eat . The ask for Money to help the care taker of the cemertey .

They're required to put some of the proceeds of plot sales into a trust fund to pay for on-going expenses.

And I though it was a dying business. In some places the plot is not in perpetuity after a period the Graves are opened and the bones are placed along with others in the crypt.

Good question. My best answer would be, people keep dieing. Other answer, To compensate for limited room, they now stack bodies instead of side by side and since most cemeteries are pretty old they have reseve land. As for what happens when they get full, there are grants and charitys.

Some also operate crematoriums, for additional revenue. Some receive subsidies from the city/county (your taxes pay for it).
