Maybe it's Patchmaster you are thinking of. It has "mulch", grass seed and fertilizer all in one.

I believe this would be STRAW. A cut & dried grass that is commonly used for bedding in the bottoms of horse stalls. An alternative substance would be WOOD SHAVINGS. It is also used to keep the grass seed from blowing away or being eaten by birds. It also assists in keeping the seeds moist in the summer sun until they take root in the soil & the sun does not burn the new shoots.

It is straw and it is used to keep the seeds from blowing away, birds eating it and retaining moisture. Hay has lots of seeds in it so using it would result in growing hay in your yard.
