Steriods up your test levels, increase your recovery, help lay down muscle to name a few. However they put enormous stress on your body and basically enhance everything within your body up to the point that hereditary processes, such as male pattern baldness come into affect much sooner than expected. Similarily, smaller dosages without the same anabolic characteristics are used for medicinal purposes.
Which is worse depends on dosage, strength etc, but if there was a way to match the two and have the dosage, strength identical then the stress caused through steriods and the affect they have long term would most likely be worse. I wouldn't recommend either.

Human Growth Hormone works on a different biological pathway. And is being more and more excepted for medical benefits under supervision of a doctor. But at the levels needed for maximum muscle development, it can be dangerous, theorized to cause cancer.
Steroids can be much more dangerous. They unnaturally up your testosterone levels, and have shown to cause cancer (liver, testicular, ETC). Since they raise your testosterone too high, your body tries to lower it by shrinking your testicles. Giving you small balls and impotence.
