the hallmark store has some great gifts or you try a basket. Think of something that this person likes for example knitting, cooking or gardening and make up a basket with things that have to do with that think.
For example if she likes gardening you could put together a basket with some pretty gardening tools, flower pots, seeds, gloves and maybe the latest gardening book. Good luck.

Take pictures of her kids & grandkids and put them in one of those 11 x 17 frames with multiple holes in them.
Arrange to have a small bouquet of flowers delivered to her house/work once a month.
A trip to the beautician's for a makeover - cut, color, nails, makeup.

if she's like any other 60-yr old, or anyone in general, they'd like something handmade with heart.
make a pillow( nice scents inside are tastfull) and put it on her bed when she's not working, make sure to include a nice card!
