There are quite a few reasons, which a lot of the other answers touched on. First, they are one of the most storied programs of any sport... from the Four Horsemen to Knute Rockne to Joe Montana, the list of great players and teams is far too numerous to list here. That plays a huge role.
The tradition also helps with their recruiting. Notre Dame annually pulls in Top 10 recruiting classes and are oftentimes awarded for the potential of those players coming out of high school, not for their contributions at the D-1 level. This leads us to another reason, which could be the biggest: they are the only college football program in the country that has their own TV deal.
Notre Dame is on TV almost every Saturday and, because of that, sportswriters from around the world get to see just how many former high school All-Americans are on the team. They also get to see them blow out teams like Navy by 40 points, which makes the writers think they must have talent. More importantly though, those same writers don't always get to see lower-profile schools out of the West or MidWest (Boise State anyone?) playing games and can only read about them.
There are other pieces of the media that influence this... I can't think of another football program that was the centerpiece of a classic sports movie (Rudy) or that is as ingrained into American pop culture (who hasn't at least heard of the "Win One for the Gipper" speech?). Sportswriters today were taught by their parents that Notre Dame was the be all, end all of college football and it is hard to shake those habits, especially when those other factors are there.

They are hardly overrated, I don't know why everyone is always against them, when they try to represent the good in sports. They have students with high GPA'a that are good atheletes, and are hardly ever in trouble. Notre Dame has an amazing history. I'm a Buckeye fan as well as a ND fan.
as for that Marc up there saying the Big ten has an easy schedule that is dumb, Ohio State, Michigan, Wisconsin, Iowa are all tuff and considering you play what 6 or 8 conference games a year , I can't remember you may have 3 easy ones, and they like most teams are going to play tuff, when they are at home. the rest are tuff teams most of the time. I do agree however that ND does play some tuff teams, Michigan, & USC being two of the main games.

As much as I dislike Notre Dame I can vouche for the scheluding.
As an Independant, they take on all comers and don't just play sissy teams and still remain ranked all season. Like most SEC teams they ride the co-tails of 1 or 2 teams and get call a great conference.

They are still overrated from the old days when they were good. It is really their history. Also they have had a TV contract from the start and when other teams had to fight to be the other games Notre Dame was still shown basically every week.

Are you referring to rankings or fan base. ND has fans coast to coast, does Miami or Oklahoma or even Texas. ND also plays an independent schedule, meaning they don't get 6 easy games a year like in the Big 12 or Big 10. True the Irish do get a lot of press, but that's because they are a good draw at games. And sometimes that does effect the rankings.

Overrated? No. Inconsistent? Yes. Notre Dame, because of its legacy, continues to pull in blue chip players, but players tend to go hot and cold sometimes week to week, i.e. Brady Quinn. They, normally, have a pretty tough schedule every year. But, don't worry because Charlie Weis will never be anything more than an offensive coordinator. He isn't the type of coach to get his players to play at full potential week to week and will never really be effective.

The age ol' question. I don't have a clue. It befuddles me every season. I am a Colorado Buffalo and at least I don't have delusions of grandeur like ND alums and ND fans. I think they are so caught up in the euphoric fog and the media frenzy that these retards don't realize that ND does not matter in the grand scheme of things.

i couldn't agree with you more. notre dame gets there high rankings based on legacy alone. they do not deserve all the praise that they receive. there are better teams with better records that do not get nearly the coverage they do.
