Repeat this mantra as often as you can, "I am responsible".
Then, take the following steps (while still repeating the mantra whenever you can):
1. Cut up and return any credit card you have. You don't need it. You don't. Multiply your needs by a thousand. You still won't need a credit card. Read through all the points below to see why.
2. Sit down and work out the following payments:
- important and urgent: Electricity bill, phone bill, etc. Anything that will prevent you from making money goes into this category (if you make money from answering phone calls, a disconnected phone prevents you from doing that).
- important but not urgent: A bill you need to pay a month from now, or 15 days from now, qualifies.
- urgent but not important: Like a haircut that's long overdue but doesn't really matter because no one is looking at you now anyway.
- neither urgent nor important: You know how to tackle this.
Once you have your list, tackle the tasks in order of importance. Call on relatives and friends if necessary. You need to pay your electricity bill by tomorrow? Don't have enough in the bank? Go for a soft loan from a friend/relative. DO NOT leverage your credit card. Trust me on this, that's a no-win situation. If you have no friend or relative willing to help, look for alternative solutions that will help you generate the funds in short time. The solution need not be cash. There may be a friend or relative willing to let you use their computer to generate enough cash to pay the bill, for example.
3. If you've gotten this far, get into the habit of never spending more than you have. Credit is a killer, not a convenience. Once you get used to it, you can easily do without something you thought was crucial. I haven't watched TV for around 3 years.
All the best.

one don't spend any more money if you don't have it. Don't open any more accounts and do not use one account to pay off another.
You need to set up some type of tracking sheet. where is your money going? how much do you make and how much are you just spending to spend?
what you need to think of is the difference between needing something and just wanting something.
If you are not in to much of a rut pay the minimum balance for this month and then look at what you can do through a glass.
Go to the bank and see if you can have lower rates on any loans .. it extends your pay for longer and you pay off more but you need some more cash in your pocket to get out of debt.
Put away all of your credit cards. you should only really be needing one and for emergencies. Any cards from stores you don't need. if you can't afford to pay the bill you can't afford any more outfits.
if worse comes to worse you should go to a place that will combine all of your bills into one payment for example rock financial that is around my house.
otherwise look at filing for bankruptcy.
i wish you luck and i hope this helped.

Are you open to your family's suggestions or are you someone who is a 'know it all?' Families usually help if the expenses are legit, however, if you're just a spendthrift and don't have self control, then you're stuck.
Whatever you do, don't file bankruptcy. Pay a little each month on each until you have a plan.
