Ask at the salon where you get your hair cut. I lived in the UK for 6 years and the woman who cut my hair also did my eyebrows. It only cost something silly like 5 quid. It's well worth it to let somebody who knows what they're doing get the right shape for you. After that, it's pretty easy to just tweeze them as they come in, but it really doesn't cost very much at all. Don't do it yourself to start out. You'll get much better results from an expert when you first get it done.

an eyebrow wax is not that expensive. open your phone book, do you have yellow pages?, and start calling various salons and ask how much for an eyebrow wax. ask the receptionist to get you an appt with whomever SHE would want to wax her brows and then go and get them done.
afterwards, they should be able to be kept up with some tweezers by just tweezing any new growth, or just go back and get waxed if it doesn't break the bank.

Call around and find a place that does threading. A lot of times these salons may located in urban, minority or middle eastern neighborhoods. That's the best way and the most accurate.

See a professional...you dont want to mess up your eye brows because the hair takes a long time to grow back...you can also read magazines, they usually have articles about tricks and other tips to help you

It's quite hard to define your eyebrows when first attempting it. My mother did mine for me for the first time. If your mother or a female guardian/relation plucks her eyebrows, you could ask them to do yours for you. Even a female friend may be able to do it.

you could get threading done at an Asian salon, those aren't very expi, and then you could maintain the shape on your own by using Finishing Touch a battery operated ladies blade, they are really good.

If you look in the yellow pages, you can find your local beauty salons or whatever. If i were you, i'd pop into one of them and ask them for advise on what to do. they'll know what's best for you cuz they'r pros!

NO EYBROW PENCILS!!! They look terrible on almost every girl I've ever seen.
I can't say where you should go, but definatly get a professional to do it.
