Typically means "big, beautiful women". Used as a euphemism by people who are fat women or like fat women sexually.
I suppose this phrase could be modified to talk about black women. Replace either "big" or "beautiful" with "black" and it would work.

It originally meant BIG BEAUTIFUL WOMAN.... meant to describe overweight women that are proud. But I think it evolved into something else.
