I was harassed by a retired police officer on a street closure
near my home. No one seems to be able to tell me what they can and can't do or what rules they must follow and who is responsible for their behavior while in uniform.

A retired police officer has the same rights as any other citizen. The only "benefit" is that they may know some of the officers on the force, from working with them previously, and may get the benefit of the doubt over the average person. Once they retire, they aren't supposed to be in uniform...at least not as a police officer.

A retired police officer is no longer a police officer and has no more rights than any other citizen. He is no longer an AUTHORITY. Talk to your police station and tell them what's going on. It's likely not just you having problems and they may be able to help deal with the situation.

Former police officers can really be a handful if they are jerks. The jerks often use their former coworkers to garner illegal information searches on people. That's why I won't date one again. They really give a bad name to the rest of them.

As a retired police officer, they have no jurisdiction unless they are on the private property of whomever hired them.

They have the same responsibility as any other citizen, but in reality get a break for having served.
