One with the co-ordinate bond.

The distinction between coordinate bonds (also called dative bonds) and sigma (or covalent) bonds is somewhat artifical. Therefore, to me, saying ClO2 has two Lewis strutures doesn't make much sense, since the sigma bonded one (which are covalent bonds) is the same as calling them coordinate bonds, which are also covalent bonds.

Using sigma and coordinate are simply two ways of naming the exact same thing. neither one is more stable than the other since they are both the same thing.

I could be wrong, so maybe someone will comment on my view expressed above in a following answer.
