Parents. Either they are at work all the time and don't have time for their kids, or there is only one parent who has to work all the time. Also now in some cities you have to join a gang or you will get beat up (or killed) by a gang. A gang replaces a family in peoples eyes.

To find love and acceptance, a place to fit in where they are accepted for who they are (even though many don't realize they are being scammed to think they are being accepted). These kids feel they have no one to talk to.. most are from broken homes where the absent parent doesn't help financially nor do they contribute physically to support their kids... this leaves the custodial parent to do it all. Given that most jobs don't give full time hours, they have to work two part time ones to get by... welfare won't help them with child care or medical (not to mention food and cash). This leaves the kids unattended or attended by less desireable sitters. Kids are going to go where they feel welcomed.
